Adv Nogxina started his career as a Public Prosecutor in the Magistrates Court in Umzimkulu, Transkei in 1982 where after he held several legal occupations until 1987 when he became the Legal Advisor and Researcher for the ANC at its headquarters in Zambia, Lusaka.
During 1991 to 1994 he was employed by the Centre for Development Studies (CDS) at the University of the Western Cape and seconded to the ANC's Constitution Committee. In 1995 he took the position of Special Advisor to the Minister of Public Service and Administration and was subsequently appointed as Deputy Director-General in the same Department in 1996. In 1998 he was appointed as Director-General for Minerals and Energy.
